The Code of Federal Regulations adds the procedural rules at 8 CFR Parts 204 (employment-based petitions), 214 (nonimmigrant visas), 245 (adjustment of status), and 316 / 319 / 322 (naturalization). USCIS publishes its current adjudication standards in the USCIS Policy Manual, and the Department of State publishes consular practice in the Foreign Affairs Manual.
